Sue Southon
Senior Technical Specialist

Sue Southon is a development professional, trainer and strategic planner with over 35 years of experience in economic development and affordable housing production. She has assisted major disaster recovery initiatives in Louisiana, New Jersey, the Commonwealth of Pennsylvania, the US Virgin Islands, the City of Houston and Harris County, Texas. Sue served as a HUD technical assistance provider to CDBG-DR grantees; and has assisted grantees directly to develop a variety of disaster recovery programs, assisting with organizational structure, staffing projections, and monitoring and compliance protocols.

John Zakian
Chief Resilience Officer
City of Minot, ND

John Zakian, CEcD, has twenty years of comprehensive economic development and disaster recovery experience. He’s worked with disaster-impacted communities to promote economic recovery and resilience across the country, leading projects along the Gulf Coast to create long-term recovery plans after Hurricane Katrina, working with FEMA to coordinate needs assessments and strategic plans for Alabama communities damaged by tornadoes in 2011, and presently serving as the Chief Resilience Officer for the City of Minot, North Dakota. John also assisted Florida Panhandle communities as a Team Leader for the Special Gulf Coast Recovery Initiative in 2010.
