On September 19th, 2012,  IEDC held a webinar, Financing Tools for Retention of Small & Medium-Sized Businesses After a Disaster as part of the 2012 webinar series. The webinar provided the lessons learned in developing and delivering financial programs for impacted small and medium-sized businesses after a major incident. Todd Kocourek provided an overview of his experiences in Florida managing the statewide emergency bridge loan program, which has been deployed after a number of hurricanes and tornadoes in the state. Theresa Bornbach shared about managing a local business recovery program which included a forgivable loan program in Cedar Rapids after flooding in 2008. The 2012 Disaster Preparedness & Economic Recovery webinar series is supported by a grant from the U.S. Economic Development Administration (EDA).

Todd Kocourek CEO Florida First Capital Finance Corporation Todd G. Kocourek serves as CEO of Florida First Capital Finance Corporation, the SBA statewide Certified Development Corporation for the State of Florida, and is of counsel to Sandler, Travis & Rosenberg, P.A. He served as Committee Counsel to the Commerce Committee of the Florida House of Representatives, where he oversaw commercial legislative projects including the revision of Florida's domestic and international banking codes, and the revision of Florida's Limited Liability Company statute. He also served in the Office of the Governor as General Counsel for the Florida International Affairs Commission. Mr. Kocourek is a past Chair of the International Law Section of the Florida Bar, and of the Florida International Volunteer Corps (FAVACA), and serves as Vice-Chairman of the Florida Export Finance Corporation. Theresa Bornbach President Business Exchange Center Theresa Bornbach is the founder of the Business Exchange Center, which provides affordable working space in downtown Cedar Rapids and complimentary business services such as business coaching, networking, and group purchasing. As a small business mentor, she helps organizations to connect people, understand productivity drivers and ensure the right physical place to do business. After the 2008 flood in Cedar Rapids, she managed Transitions Made Better, Inc, which served as a third party administrator of disaster recovery funding. She worked closely with the city, chamber and HUD to bring recovery dollars to local businesses.
