On January 30th, 2013, IEDC hosted a webinar, Financing Critical Infrastructure and Redevelopment Projects Following a Major Disaster. This webinar features efforts to finance redevelopment and infrastructure improvements for commercial and industrial areas after a major disaster. Webinar speakers were from Jackson County, MS, impacted by Hurricane Katrina in 2005, and Cedar Rapids, Iowa, which had a major flood in 2008. They discussed the use of disaster CDBG funds and Gulf Opportunity (GO) Zone bonds to finance infrastructure for industrial parks and improvements in Jackson County and the implementation of a flood protection system to protect downtown development and redeveloping public facilities in Cedar Rapids.

George Freeland Executive Director Jackson County Economic Development Foundation Mr. Freeland has served as the Executive Director of the Jackson County Economic Development Foundation (JCEDF) since 2001. Under his leadership, the JCEDF has recently created over 2,500 direct new jobs and generated over two billion dollars of new capital investments. After Hurricane Katrina, JCEDF worked on a number of economic development infrastructure improvement projects funded through the Katrina Relief Community Development Block Grant program, which led to significant project activity. He is a graduate of Auburn University where he earned both Bachelors and Masters Degrees in Public Administration, Economic Development, and Community Development.
Christine Butterfield Community Development Director City of Cedar Rapids, Iowa Ms. Butterfield has served as the City of Cedar Rapids' Community Development Director since 2007, and has helped guide the city during recovery efforts from the 2008 floods. This included assisting with the award-winning River Corridor Redevelopment Plan which contains a policy framework for reinvestment, a neighborhood planning process, and the development of neighborhood reinvestment action plans. She has over 18 years of experience working in local government. She holds a Master’s Degree from the University of Wisconsin - La Follette Institute of Public Policy and Undergraduate Degrees from the University of Minnesota.
Adam Lindenlaub MPO Manager City of Cedar Rapids Mr. Lindenlaub serves as the MPO Manager at the Corridor Metropolitan Planning Organization (MPO), the organization of elected official and appointed representatives of Cedar Rapids which is tasked with approving areawide plans and transportation investments in the Cedar Rapids metropolitan area. As an employee of the City of Cedar Rapids, he has been heavily involved in the flood recovery process for the city since June of 2008. He has his BA in Political Science from Cornell College and his MA in Urban and Regional Planning from the University of Iowa.
