The International Economic Development Council (IEDC) conducted this needs assessment to understand the economic needs and development priorities of coal regions in Alabama, Kentucky, and Tennessee. This assessment identifies the communities hardest-hit by coal industry changes, and will be used to will inform the content of IEDC delivered trainings, webinars, and publications to build economic development capacity in these counties and regions. Information for this needs assessment was collected from public and private data sets, news publications, and interviews with a total of 92 local and regional stakeholders. (Data sources are noted in each region’s section; the appendix list the stakeholders interviewed.) For each state, the IEDC POWER team examined data at the state and county levels.
